Balabolka For Windows

Balabolka is a feature-rich portable freeware text-to-speech application developed by Russian developer Ilya Morozov. It utilizes the Microsoft TTS engine, but gives you access to various voice controls like voice pitch and speed. It can read back from many different file types including Microsoft Word DOC files, RTF, PDF and HTML. It also supports hotkeys.

The playback of Balabolka can also be saved into Lyric Files or inside of MP3 takes. When you play the audio back on a device which supports it, it will display the text as it would lyrics from a song. The program can also carry out batch operations for a variety of documents, includes a file splitter and screen magnification.

In order to use this program, you must have the Microsoft Speech API installed. Almost all modern versions of Windows have this, however.
